202３「ながくて夏フェス」、皆さんはどうでしたか?【長久手タイムズ】
４年ぶりに長久手市の「第６回ながくて夏フェス 花火大会」が開催されました。それから３週間近く経ちましたが疑問は疑問として残しておこうと思い記録画像と共に記しました。私は夕刻から出向いています。近づくにつれかなりの市民が友達と連れ立って開催場所（市役所北側の駐車場）に向かっている姿を見るにつけ、夏祭りならではのワクワク感が湧いてきたのを覚えています。ところがです、、。
ようやく会場に入って１分もしないうちにその気持ちはトーンダウンしていくのでした。市が洞の南部公園での盆踊り大会が思わぬ高揚感があったため、無意識に比較していたのかもしれません。また足を運んだのは夕刻からでお昼過ぎからの多くのステージイベントを見てはいないこと、それについて私はなんらお伝えすることができません。
あくまでも私が夕刻訪れ（家の事情で一旦戻り、途中花火大会など見ることは叶わなかった）盆踊りが始まってその途中までの時間帯で私個人が感じたまでのことを少し記します。またコロナ禍の後、実行委員会の方々の連隊と努力で開催された「ながくて夏フェス」自体を殊更くさすつもりで書くわけではない事をまずお伝えしておきます。
何百、何千人もの長久手市民（６～７割近くは子供も含めた若者）が待ちに待った久しぶりの「ながくて夏フェス」に集い美味しいものを一緒に食べ、踊り語らう良い機会であるのは間違いないので、であるならばもう少しなんとかならないのか、という私なりの率直な気持ち、書き記すからにはやむに止まれないものがあったのもまた事実。
ご参加された皆さんはそれぞれの受け取り方、感覚もあるでしょうから、こうした思いや考えもあったということでご了解頂ければと思います。
なぜ今回お祭り気分に自然と入っていけなかったのか。吉田拓郎の「祭りのあと」の寂しさではなく、気づけば「祭りの後の疑問」だけが頭の中を巡っていったのです。「ながくて夏フェス」が子供たちのための夏フェスと謳っており、小さな子供達のハワイアンダンスや歌などステージでの盛り沢山の出し物がありました。
少し緊張しながらも意気揚々と子供たちが登場し元気に踊り歌っていたのは間違いないところです（ステージプログラムがメインの様です）。が、問題は「会場」でした。
夕暮れになっても盆踊り櫓（やぐら）を中心とした会場は、幾台かの照明はあったものの、提灯が一つもないため全体に薄ぼんやりと暗いままプログラムが進行していきました。メインのステージも陽が暮れても数本の真上の蛍光灯の灯りだけで、せっかくのショーをもっと明かりで輝かせてあげればと思いました。
三方囲むように設置された屋台村のフードはどれも美味しそうなものばかりなのですが、行列ばかりが目立ち、お目当てのものを買うためには相当な時間待ちは必死で、行列によっては会場の中央部まで伸びてしまっていました。知人に聞いたことがありますが、以前屋台で購入するのに40分以上、大袈裟かも知れませんが１時間もかかったようで、混雑が酷すぎもうあの場所には行く気がしない、という声もあったようです。そうした過去の小さな声は今回どう反映されていたのだろう、と思うところです。
赤い提灯が一つもない櫓の周りは薄暗く、この薄暗闇も一つの演出なのかなと思ったのですが、それを感じてか子供たちが踊る姿はほぼ見ることはありませんでした。市が洞の南部公園の盆踊りでは、櫓周りも多くの提灯に照らされ明るく、多くの子供たちは何重にも輪になって笑顔で踊っていたのを思い出します。
一方で、提灯も含めた会場設営も少なくない設営費がかかります。コロナ禍明けで企業からの協賛金が予定より集まらなかったかも知れません。また会場の駐車場が舗装されているため鉄柱を立てづらく、余計なコストがかかってしまう事情も恐らくあったのではと推測できます。
もう一つの問題は、テント下での飲食スペースは当然限りがあって、多くの少年少女たちはお目当ての屋台のフードを30分以上待って、いざ食べる段になると会場周りの路上や歩道、水路脇の土手に腰を降ろして飲食する姿が目立った事です。人数的に見てもほとんどは会場から溢れてしまい、行き場もないまま買ったフードだけは皆と食べようといったものなので彼ら彼女らにことさら問題はないと感じました。
ひるがえって伝統の「ながくて夏フェス」がまだ６回であるのは、以前にも会場がなく、市役所（役場）の北側の田んぼを会場代わりにしていたと聞きましたが、その際にもスペースが手狭で、終了後の特にゴミ問題が多大な迷惑を引き起こし結局開催ができなくなった経緯があったそうです。当時は「長久手納涼花火大会」と呼ばれ、主催は「長久手納涼花火大会実行委員会」（ながくて夏フェス実行委員会の時もあった）、後援が長久手市（長久手観光交流協会も担うことも）でした。
伝統の街の夏フェスを無くすのに忍びないということで「市民でつくる ながくて夏フェス」が再開された。「ながくて夏フェス実行委員会」（主催者・運営）の思い、そして開催にまでこぎつけた努力と実行力は評するものですが、その上で開催場所、設営方法については今後一考の余地ありと思った次第です。
この市役所来客者用の駐車場は、令和13年度以降に計画されている長久手市庁舎の建て替えの一部用地にあてられています。恐らくはそれまでの後10年＋αは、「夏フェス」の開催の折りには、当該の駐車場が来年以降も用いられる可能性があります。かなりの期間です。昨年、市庁舎の西側の一角に駐車場が設けられましたが、さて「夏フェス」開催場所はそのままでよいのかなと。市はフェスの実行・運営母体ではないので、開催場所まで面倒はみられないというのでは了見が狭いでしょう。
市庁舎の建て替えの基本構想に、夏フェスが開催された北駐車場の西側の田んぼが、拡大された駐車場や公共施設に様変わりするようです。ならば８年以内、早期取得して５年以内には、北駐車場は田んぼの買取り、土地の造成とともに西側へと拡大しスペースの狭さ問題の解決になる可能性があるかもしれません。それまではまだ時間はかかりそうです。会場の薄暗さと混雑は手を打ってほしいところです。
南部公園の夏祭りと比べて圧倒的に浴衣の人が少なかったです。長久手市民、そして新たに引っ越してきたファミリーや子供たちが来年もまた「夏フェス」来たいね、と言ってくれるように。
